The Philippine Football Federation (PFF) invites qualified contractors, sports infrastructure companies, and consortiums to submit proposals for the Design, Supply, and Construction of Six (6) Artificial Football Pitches (65 meters by 45 meters) under the FIFA Forward Programme.
Interested companies are invited to participate in the public tender process and may request the Request for Proposal (RFP) documents from the PFF beginning 22 June 2026.
ELIGIBILITY REQUIREMENTS
Interested bidders must possess the following minimum qualifications:
- Current and valid PCAB License appropriate for the scope of works;
- At least five (5) years of continuous operation as a licensed contractor;
- Demonstrated experience in the construction of football pitches, sports facilities, civil works, or similar infrastructure projects of comparable size and complexity;
- Successful completion of at least three (3) sports infrastructure, football pitch, artificial turf, or comparable construction projects within the last five (5) years;
- Proven financial capacity and technical capability to undertake the project;
- Availability of qualified technical personnel and equipment necessary to complete the works;
- Submission of all documentary requirements specified in the RFP.
As part of the Technical Proposal, bidders shall provide project completion certificates, contracts, certificates of acceptance, SEC registration documents, client references, completed project list or equivalent documentary evidence demonstrating compliance with the above experience requirements.
REQUEST FOR PROPOSAL (RFP)
Interested bidders may request the RFP package by submitting an Expression of Interest (EOI) through email to:

The RFP package shall be available from 22 June 2026 until 28 June 2026.
All bidding documents, correspondence, proposals, and supporting documents shall be prepared and submitted in the English language.
BID PREPARATION MEETING AND SITE VISIT
A Bid Preparation Meeting and Site Visit shall be conducted from 28 June to 30 June 2026. The schedule, venue, and other details shall be communicated directly to all interested bidders who have requested the RFP package.
Attendance by an authorized representative of the bidder is highly encouraged.
SUBMISSION OF PROPOSALS
Bidders shall submit separate Technical and Financial Proposals in sealed envelopes.
The Technical Proposal shall contain all documents demonstrating the bidder’s qualifications, relevant experience, methodology, work plan, proposed technical specifications, project team composition, and other requirements prescribed in the RFP.
The Financial Proposal shall contain the detailed cost proposal and pricing schedule.
Both envelopes shall be enclosed within one outer sealed envelope clearly marked:
“TENDER PROPOSAL FOR THE DESIGN, SUPPLY, AND CONSTRUCTION OF SIX (6) FIFA FORWARD FOOTBALL PITCHES”

The deadline for submission of proposals is:
19 JULY 2026, 5:00 PM
Proposals received after the deadline shall not be accepted and shall be returned unopened.
TENDER EVALUATION
The evaluation of proposals shall be undertaken by a PFF Evaluation Committee.
The evaluation process shall include:
- Technical Evaluation of bidder qualifications, relevant experience, track record on similar projects, methodology, proposed specifications, implementation schedule, project team, and compliance with the minimum eligibility requirements;
- Financial Evaluation of technically compliant bids;
- Clarification meetings and requests for additional information, if necessary, with shortlisted bidders.
Only bidders that successfully meet the minimum technical requirements shall proceed to the financial evaluation stage.
The PFF reserves the right to request additional information, clarifications, or supporting documents from any bidder during the evaluation process.
NOTIFICATION OF AWARD
Following completion of the evaluation process, the successful bidder(s) shall be notified in writing. Unsuccessful bidders may likewise be informed of the outcome of the tender process.
RESERVATION CLAUSE
The Philippine Football Federation reserves the right to accept or reject any proposal, waive minor informalities, annul the tender process, reject all proposals at any time prior to contract award, and negotiate with one or more bidders without thereby incurring any liability to affected bidders.
The PFF further reserves the right to award the contract based on the proposal determined to provide the best overall value from both technical and financial perspectives and not necessarily the lowest-priced proposal.
