Project: Artificial Football Half-Pitch Construction – Baguio Teacher’s Camp

1. Project Description
Construction of one 65m x 45m artificial football pitch at Baguio Teacher’s Camp including 60m x 40m play area, drainage, sub-base, 6m perimeter fence, goals, corner flags, maintenance equipment, testing, commissioning and handover.
2. Scope of Works
Site survey; mobilization; permits; site clearing; cut and fill; grading; drainage; sub-base preparation; artificial turf installation; inlaid markings; goal and corner flag installation; sand and rubber infill; perimeter fencing; testing and quality assurance; commissioning; training, maintenance and handover. Details on the Scope of Works is in Annex A herein.
3. Technical Requirements
Field 65x45m; play area 60x40m; 50mm monofilament PE turf; rounded silica sand infill; rubber performance infill; perforated PVC drainage; 6m fence; maintenance ATV with triangular brush; goals and corner flags.
4. Contractor Qualifications
Experience in constructing similar artificial synthetic football field projects; appropriate contractor registration and licensing; ability to provide warranty and maintenance.
5. Proposal Submission
Technical proposal, financial proposal, company profile, company registration documents, similar project experience, turf specifications, warranty details, implementation schedule.
6. Evaluation
Proposals shall be evaluated in three stages: Administrative Capacity, Technical Evaluation, and Financial Evaluation. Only bidders that satisfy the administrative and technical requirements shall be considered responsive. The proposal shall be recommended for award to the bidder achieving the highest combined evaluation score.

ANNEX A
- PROJECT DESCRIPTION
The Philippine Football Federation (PFF) intends to develop an artificial football mini-pitch at Teacher’s Camp, Baguio City, for football development, training, youth participation, and community use.
The project shall cover the preparation of an existing field, installation of the required drainage and base system, supply and installation of a artificial football turf system, provision of required football equipment and perimeter protection, and completion and handover of the facility.
Project Area
- Total Field Area: Approximately 2,925 square meters
- Overall Field Dimensions: Approximately 65m x 45m
- Playing Area: Approximately 60m x 40m
- Run-off Area: Approximately 2.5m on all four sides of the playing area
SCOPE OF WORKS
The Contractor shall provide all necessary labor, materials, equipment, tools, transportation, supervision, testing, installation and other resources necessary to complete the works in accordance with the approved plans, specifications and manufacturer’s requirements.
- Site Survey and Preparation
1.1 Conduct a complete survey of the football field and verify existing site conditions.
1.2 Establish and mark the approved football pitch layout, including playing area, run-off areas, drainage alignment and other relevant construction references.
1.3 Coordinate with the PFF Project Manager prior to commencement of major works.
- Removal of Existing Natural Grass
2.1 Remove the existing natural grass and associated organic surface material within the designated football pitch area.
2.2 The removal of natural grass shall cover approximately 65m x 45m, or such area as confirmed through the approved site layout.
2.3 Properly collect, remove and dispose of excavated and removed materials in accordance with applicable site requirements.
- Termination Curb
3.1 Construct a termination curb around the football field using concrete hollow blocks (CHB) or an equivalent approved construction system.
3.2 The termination curb shall have an approximate depth of 600mm and shall be constructed to the appropriate elevation in relation to the existing drainage curb.
3.3 The Contractor shall ensure that the termination curb provides a stable edge for the subsequent installation of the artificial turf system and associated works
- Drainage System
4.1 Supply and install approximately 100mm diameter HDPE perforated drainage pipes diagonally across the designated field area.
4.2 Drainage pipes shall generally be spaced approximately 5–6 meters apart, subject to final site conditions and approved drainage layout.
4.3 Perforated drainage pipes shall be properly covered with geotextile material and installed on suitable gravel bedding.
4.4 The field drainage pipes shall be connected to the existing 250mm collector pipes, where applicable, and ultimately connected to the existing drainage system of the facility.
4.5 All drainage connections shall be properly sealed and constructed to ensure effective collection and discharge of surface and sub-surface water.
4.6 The Contractor shall verify the existing drainage system prior to installation and notify PFF of any site condition that may affect the proposed drainage design
- Earthworks, Grading and Formation
5.1 Prepare and grade the field formation to achieve the approved levels and falls.
5.2 The field shall generally be graded to provide an approximately 0.7% slope from the center of the field toward the existing termination/drainage curbs, subject to the approved site levels.
5.3 The Contractor shall ensure that the finished formation provides adequate drainage and a stable substrate for the base course.
5.4 All grading shall be carried out using appropriate equipment and methods to achieve a uniform and consistent surface.
- Compaction and Testing
6.1 Compact the prepared formation to achieve a minimum compaction rate of 95%, or such higher requirement as may be required by the approved technical specifications.
6.2 Conduct a Field Density Test (FDT) to verify the achieved compaction.
6.3 The Contractor shall submit the relevant test results to PFF or its appointed technical representative for verification.
6.4 Areas failing to achieve the required compaction shall be corrected and re-tested at the Contractor’s cost.
- Base Course
7.1 Supply, place and compact premium-quality base course material with a 0–40mm sieve size.
7.2 The compacted base course shall generally have a thickness of 80–100mm, subject to final levels and the approved technical design.
7.3 The base course shall follow the approved field slope and shall be properly graded and compacted.
7.4 The Contractor shall ensure that the completed base provides a firm, stable and suitably level surface for installation of the artificial turf system.
- Fine Aggregate / Surface Preparation
8.1 Apply and properly level suitable fine aggregate over the prepared base where required by the approved turf system and installation methodology.
8.2 The surface shall be properly compacted and finished to provide a smooth and stable substrate.
8.3 Any surface irregularities, depressions or areas unsuitable for turf installation shall be corrected before commencement of turf installation.
III. ARTIFICIAL FOOTBALL TURF SYSTEM
- Turf System
9.1 Supply and install an artificial turf system suitable for football use.
9.2 The turf system shall:
- use monofilament yarn;
- be two-toned green;
- have a minimum pile height of 50mm;
- be designed for use with sand and rubber/SBR infill;
- be suitable for outdoor football use; and
- comply with the applicable manufacturer’s installation requirements.
9.3 The artificial turf system shall be a complete system supplied by the manufacturer, including all required components, accessories, seams, joining materials and infill.
9.4 Non-infill turf systems shall not be acceptable where inconsistent with the approved turf system
- Turf Installation
10.1 Deliver and store the turf materials in accordance with the manufacturer’s instructions.
10.2 Lay the turf rolls on the prepared surface in accordance with the manufacturer’s approved installation design.
10.3 Roll out the turf uniformly, including the appropriate center line and other required playing lines.
10.4 Continue installation of all turf rolls with a uniform seam arrangement.
10.5 Turf joints shall be properly seamed using suitable joining tape and adhesive approved for the turf system.
10.6 The Contractor shall ensure that all seams are properly aligned, bonded and finished without visible gaps, lifting or irregularities.
10.7 Install all required football game lines in accordance with the approved pitch layout.
- Infill
11.1 Supply and install the required quantity and quality of sand and SBR/rubber infill as specified by the turf manufacturer.
11.2 The type, particle size and quantity of infill shall comply with the manufacturer’s technical requirements and applicable laboratory/test documentation for the turf system.
11.3 Apply the sand infill uniformly over the turf surface.
11.4 Thoroughly brush the turf to ensure proper distribution and penetration of the sand infill.
11.5 Apply the rubber/SBR infill in accordance with the manufacturer’s recommended quantity and installation methodology.
11.6 Conduct final mechanical and/or manual brushing to ensure the infill is evenly distributed throughout the turf system.
- FOOTBALL EQUIPMENT
- Football Goals
12.1 Supply and install football goals suitable for the dimensions and intended use of the mini football pitch.
12.2 Goals shall generally measure approximately 6m x 2m, unless otherwise specified in the approved design.
12.3 Goals shall include suitable nets, fittings and anchoring systems.
12.4 All goals shall be securely anchored and installed in accordance with applicable safety requirements.
- Corner Flags
13.1 Supply and install the required number of football corner flags.
13.2 Corner flags shall be suitable for outdoor football use and securely installed.
- MAINTENANCE EQUIPMENT
- Turf Maintenance Equipment
14.1 Supply the required maintenance equipment for routine maintenance of the artificial turf system.
14.2 This shall include, at minimum, one (1) suitable ATV-mounted or compatible triangle brush, approximately 1.2m x 1.2m x 1.2m or equivalent suitable equipment.
14.3 The Contractor shall provide basic operating and maintenance instructions to the PFF/facility representative.
VI. QUALITY ASSURANCE AND TESTING
- Quality Control
The Contractor shall ensure that all materials and workmanship comply with the approved specifications and manufacturer’s requirements.
The Contractor shall:
- conduct required site and material testing;
- submit relevant test certificates and reports;
- conduct Field Density Testing;
- rectify defective or non-conforming works;
- ensure proper installation of all turf seams and game lines; and
- conduct a final inspection prior to handover.
All testing and correction of defective works shall be undertaken at the Contractor’s cost where attributable to the Contractor’s work.
VII. WARRANTY
- Turf Warranty
16.1 The artificial turf system shall carry a minimum five (5)-year warranty against manufacturing defects, commencing from the date of delivery or completion of installation, as applicable under the manufacturer’s warranty terms.
16.2 The turf system shall also carry a minimum seven (7)-year warranty for UV protection and discoloration, subject to the manufacturer’s warranty conditions.
16.3 Warranty coverage shall be subject to proper use, maintenance and care of the artificial turf system.
16.4 The Contractor shall provide the original manufacturer’s warranty documentation upon completion.
16.5 Any replacement or repair covered by the warranty shall be undertaken in accordance with the manufacturer’s warranty terms
VIII. COMPLETION, CLEANING AND HANDOVER
- Final Works
17.1 Upon completion of installation, the Contractor shall conduct comprehensive brushing and finishing of the artificial turf.
17.2 The Contractor shall remove all excess materials, construction debris, packaging and temporary works from the site.
17.3 The Contractor shall ensure that the completed facility is clean, safe and ready for football use.
17.4 The Contractor shall conduct a final joint inspection with PFF and/or its appointed technical representative.
17.5 The Contractor shall rectify all defects and deficiencies identified during the inspection before final acceptance
- Handover Documentation
Prior to final acceptance, the Contractor shall provide, as applicable:
- as-built drawings;
- turf manufacturer’s product specifications;
- warranty certificates;
- material and product certificates;
- Field Density Test results;
- maintenance instructions;
- recommended maintenance schedule;
- equipment manuals;
- photographs documenting completed works; and
- other relevant completion documentation requested by PFF.
- GENERAL CONTRACTOR RESPONSIBILITIES
The Contractor shall be responsible for:
- Providing all labor, materials, tools, equipment and supervision required to complete the project.
- Verifying site dimensions and existing conditions before commencement.
- Protecting existing facilities and infrastructure during construction.
- Coordinating all works with PFF and the designated site representative.
- Complying with applicable Philippine laws, regulations, safety requirements and site rules.
- Maintaining a safe working environment throughout construction.
- Properly disposing of construction waste and removed materials.
- Ensuring that all supplied materials are new, fit for purpose and compliant with the approved specifications.
- Correcting defective or non-conforming works at its own cost where attributable to the Contractor.
- Completing the works in accordance with the approved programme and agreed contractual completion period.
- TECHNICAL COMPLIANCE
All bidders shall demonstrate compliance with the above Scope of Works and Technical Specifications as part of their technical proposal.
PFF reserves the right to reject any proposed alternative that does not meet the minimum technical, quality, safety or performance requirements of the project.
