Head of Broadcast

 

Key Responsibilities:

  • Planning and coordination:
  • Develop the Broadcast Operations – Site Operations Plan.
  • Produce an effective detailed Layout Plan of the broadcast compound/s’ equipment and ensure installation complies with the Layout Plan.
  • Produce an effective Plan and ensure the installation of, the International Broadcast Coordination Centre (IBCC), technical & production rooms’ equipment is carried out in accordance with the Plan.
  • Monitor actual achievement of construction, installation and readiness of broadcaster zones, areas and facilities, including, but not limited to, camera positions, commentary positions, Host Broadcaster (HB) and other offices etc. – against agreed timeline forecast.
  • Planning of Furniture, Fixtures and Equipment (FFE), Technology Equipment Allocation Process (TEAP) for all the Broadcast operations spaces and zones.
  • Liaise, coordinate and cooperate with FIFA TV, HBS, HB, broadcasting technical suppliers and other major stakeholders.
  • Control of general services for HB and Media Rights Licensees (MRL), including logistics, transportation, IT, accreditation and visa application etc.
  • Carry out liaison and co-ordination duties with functional areas supporting Broadcast Operations. Including but not exclusively: Security, Cleaning & Waste, Access Management and Catering.
  • Cost-effectively procure broadcast infrastructure-related equipment.
  • Coordination with key stakeholders for the development and timely production of the Broadcast Power Provision Plan.
  • Collaborate with Technical Services to liaise with power contractor/s regarding the installation and management of grid supplied power, auxiliary and backup generators, power cabling etc.
  • Preparation of detailed Power Plan documentation for the entire event. Including but not exclusively: setup timelines, technical staff management, power-cabling, fuel management etc.
  • Ensure the provision of ‘Domestic’ and ‘Technical’ power for all listed broadcast areas (including but not exclusively: the IBCC, Broadcast Compounds, associated production offices, commentary positions, camera positions etc.) for the duration of the event.
  • Ensure the security of provision of power for all broadcast areas (Broadcast Compound, production offices, commentary positions, etc.).
  • Liaise with the Local Organising Committee (LOC), Logistics, Customs Clearance Authorities and any third parties importing equipment to facilitate the timely entry into the country and subsequent utilisation for the duration of the event.
  • Control of management of the clearance needs of any Radio Frequency (RF) and transmission regulations.

 

  • Communication and cooperation:
  • Engender and ensure effective communication, cooperation and collaboration between FIFA TV, HBS, HB and LOC.
  • Ensure and facilitate effective on-site working conditions with MRL including but not exclusively: implement seamless Host Broadcast, unilateral broadcast planning and operations at the venue.
  • Actively participate in all relevant FIFA Site inspections to fully understand the broadcast needs for the event.
  • Conduct regular meetings and briefings with appropriate LOC departments, FIFA counterparts, HBS, HB representatives and suppliers.

 

  • Technical support:
  • Ensure the functional integrity and the quality of all necessary technical services for Broadcast Operations are fit for purpose and meets required standards.
  • Collaborate with technical specialists to enable the timely and satisfactory resolution of technical issues and incidents.
  • Monitoring and reporting:
  • Monitoring the effective organisation of the Broadcast Operations in accordance with FIFA protocols and requirements.
  • Preparation and delivery of Project Reports detailing progress and status of the readiness of broadcast infrastructure and Broadcast Operations
  • Preparation of Knowledge Report and final report on Broadcast Operations.
  • Workforce Management:
  • Provide effective supervision and coordination of two TV Venue Operations Managers and Broadcast volunteers.
  • Act as the subject matter expert to develop and prepare specific project related, essential and technical training material and collaborate with HR and Training specialists to deliver mandatory training sessions for staff and volunteers.
